Why don't you use "I", instead of God say this, and God says that ?

Because "spokespersons" if you will, are repeating what He's told them. When someone quotes someone, they don't say "I" constantly, but when they're quoting directly.
Any idea how the old testiment was being written?
Because everything in the Bible is God inspired. God has spoke through the prophets, apostles, etc. and they have written it down. The Bible is the Basic Instruction Before Leaving Earth.
